Attended by key figures from across the region, the event, sponsored by Story Homes, explored the immense potential of Lancashire’s investment zones, the new National Cyber Force (NCF) facility at Samlesbury, and the broader economic impact of these initiatives.





The event centred around a compelling presentation from innovation company Plexal, which was commissioned by Lancashire County Council to assess the region’s cybersecurity prospects. Russell Gundry, Director at Plexal shed light on the groundbreaking developments that are set to reshape Lancashire’s economic landscape. The conversation revolved around the NCF at Samlesbury, a project poised to inject billions into the local economy, create thousands of jobs, and position Lancashire as a leader in the national security and cyber sectors.
The new NCF campus represents a £2 billion investment in Lancashire that will create 2,000 direct jobs, with a potential further 6,000 roles throughout the supply chain and lead to an established cyber and security industry in Lancashire.
There was conversation around how Lancashire must compete with established cybersecurity hubs like Manchester and Cheltenham, and the need for both the public and private sectors to respond swiftly and strategically to seize the opportunities provided by the NCF.
Alongside the focus on digital growth, attendees at the event also reflected on the impact of the new Labour Government’s first few months in office. John Winstanley of Story Homes, our fantastic event sponsor, also gave a talk on the new government’s planning policies and what they mean for Lancashire.
The Government’s proposed reforms to the National Planning Policy Framework and changes to housing needs calculations, means Lancashire is now facing ambitious new housing targets – an increase of 7,850 new homes (a 51% rise over previous standards).
John explained how the government’s desire to bring back strategic and regional planning, alongside an anticipated boost to local authority resources, (as devolution takes place and there is an expectation that areas will start to produce their own housing plan), offers Lancashire a unique chance to boost both housing and economic growth.
The Cuerdale development, one of Story Homes’ flagship projects, is a prime example of the region’s potential. The project will provide 2,300 new homes, retail and employment space, a community hospital, two schools, and sports facilities, all designed with sustainability in mind.
The development reflects how local areas can respond to government expectations by creating vibrant, connected communities that serve the needs of residents and drive investment.
Story Homes stressed that a proactive response from councils, could further attract investment, boost investor confidence, and help Lancashire establish itself as a top destination for growth, innovation, and housing.
