Throughout his career, Stephen has been dedicated to enhancing outcomes for local residents, especially in disenfranchised communities, by implementing effective strategies that drive growth and development.

As the Executive Director of Growth, Environment, Transportation, and Community Services at Lancashire County Council, he was responsible for overseeing an expansive department with a significant operating budget and a workforce numbering in the thousands. During his time in this role, he spearheaded economic development initiatives worth over £3 billion, including the establishment of the first National Cyber Force HQ in Lancashire, in collaboration with the Ministry of Defence, GCHQ, and the private sector. His leadership extended to crucial areas such as highways and transport and waste management.

Stephen’s extensive experience in regeneration, economic development, and transformation is complemented by his academic achievements, including a Master’s Degree in Business Administration (MBA), a Diploma in Management Studies (DMS), and a BA (Hons) Degree in Politics and Economics. His expertise in fostering partnerships on local, regional, and national levels has been instrumental in driving new approaches to governance and development, making him a key figure in the broader public sector landscape.

Since becoming Chief Executive of Halton Borough Council in 2022, Stephen has continued to build on his legacy of leadership by supporting the council’s senior team in delivering high-quality public services. His focus on improving the lives of those who live, visit, and work in the borough—and across the wider city regions of Merseyside and Cheshire—demonstrates his unwavering commitment to community and regional growth.
